Dagupan City Jail

     It was during the stint of J/SINSP Roque Constantino A Sison III that Dagupan City Jail became the City Jail of the Year both for the Regional and National Level in three (3) consecutive years. In relation to this, he also garnered the award for City Jail Warden of the Year respectively. This was achieved through his constant pleading and cooperation with the local government, various government organizations, non-government organizations, religious groups and capable private individuals.

The success of J/SINSP Roque Constantino A Sison III in making Dagupan City Jail the best city jail in the country during his wardenship was because of the full cooperation of the City Government headed by the Honorable City Mayor Benjamin S Lim.

     Someone had better help the city jail in Bonuan – and fast – before Nature provides a natural escape route for the inmates and no one would end up to be blamed about it.
     Newly-returned city jail warden Roque Constantino Sison III who was plucked from his San Carlos City post to replace sacked former city jail warden Nisperos here is facing a big challenge with the disturbing state of things at the beach side jail building.
     Sison had enumerated a whole slew of security problems but the most disturbing of these is the heavily scoured portion of the jail wall at the rear that could result in its sudden crumbling. Now, everyone knows what that means to any group of people locked behind high walls and perhaps praying everyday for even the slimmest chance, either thru wily maneuvers or thru divine intervention, to be free.
     If those inmates have ever read the Bible, why, they’d probably be trying to shout their lungs out to bring down the walls of Jericho when the guards aren’t looking or are sound asleep. Now, all they need to do is wait and pray that the waves batter the wall’s foundation more heavily till it collapses — and at long last, freedom!
     Their “relief” of course will be Alipio’s and Alvin’s woe!

     Sison said they are maximizing the internet connection provided by the city government by having this undertaking free of charge with the assistance of Bill, an inmate from Anda, Pangasinan who is adept in the information technology as well as in design and concept.

DAGUPAN CITY – The Bureau of Jail Management and Penology (BJMP) in Bonuan Gueset this city is now into podcasting, a first among jails nationwide, for wider information dissemination about the activities of the inmates and their ongoing projects, via the Internet.
      Jail Senior Inspector Roque Constantino Sison III, jail warden told The STAR yesterday that the Dagupan City Jail (DCJ) podcast was launched on Feb. 24 with initial uploads of his local radio interview about developments inside the jail as well as his third return as jail warden here which he had helped become the Grand Slam awardee as Best City Jail nationwide in 2002, 2003 (as back to back awardee as Best City Jail Warden) and in 2004.
      Sison said they are maximizing the internet connection provided by the city government by having this undertaking free of charge with the assistance of Bill, an inmate from Anda, Pangasinan who is adept in the information technology (IT) as well as in design and concept.
      Bill, 31, who has stayed in the jail for four years, told The STAR that he wants to spend his time in jail productively and since the warden discovered his skills in IT, they had together made the jail’s activities known worldwide including services rendered by various groups to the inmates through the Internet.
     Podcasting is now increasingly becoming popular because information can be shared to anyone anytime and heard like on a radio.
     Wikipedia describes podcast as a collection of digital media files which is distributed over the Internet, often using syndication feeds, for playback on portable media players and personal computers.
     It was through Bill that the BJMP here has launched its DCJ homepage at bjmpdagu­pancity.googlepages.com that contains their podcast, blog, among other relevant information about them.
     It also has its blogspot at bjmpdagu­pancityjail.blogspot.com with news and photo releases. Its latest posting was the conduct of medical mission at the BJMP here by a group of Korean missionaries called Philippine Mustard Seed Mission dated Feb. 27.
     Sison was first assigned here Jan. 2001 and the first blogpost was made Jan. 27, 2006. Now on his third stint as warden when he was reassigned here on Jan. 18, Sison and Bill again joined hands in launching their podcast.
     Why podcast? Bill said it’s because to let visually impaired people to keep abreast of their latest happenings, as well as to enable busy people who do not have the luxury of time to read their postings can instead download from the Internet by visiting their site from podcast ipods or MP3 players and even cellphones capable of playing MP3 files.
     Also, Bill said the interviews could be listened to over and over and it could also be sent to their friends and supporters via email for wider information dissemination by going high-tech.
     “Para di masayang yung time na walang masyadong ginagawa sa loob ng selda (This is not to waste idle time inside the cell when doing nothing),” Bill said. But he clarified that all the inputs are the warden’s ideas.“Maybe, we are the first and the only jail countrywide going high-tech like this,” Sison said.
     To be included in their next postings are ongoing projects like rehabilitation of their facilities like the visitor’s waiting shed, cooperative store, guard house, basketball court, revival of their saloon, repair of their infirmary, illumination of the jail premises, renovation of the administrative and warden offices and all existing cells, and other livelihood activities.
     Also, this city jail has invaded the You Tube featuring the PGMA Ladderized Education Program as some of their inmates are beneficiaries and the bible study of the Seventh-Day Adventist with the inmates.
     They will next include their choir and dance troupe activities once these shall have been formed, Sison said.
     Sison said these manifest their motto that reads, “Bilangguan man ay paraiso din sa patakarang maka Diyos at makatao (A prison is also a paradise with Godly and human policies).”

PANGASINAN GIRL PICKED 'MUNTING BAYANI NG KALIKASAN' NATIONAL CHAMP

MANGALDAN, Pangasinan, May 6 (PNA) — An incoming fourth year high school student of the Mangaldan National High School here was adjudged as the Munting Bayani ng Kalikasan champion nationwide.
     Sushen Jimbel Mariz M. Sison, 14, daughter of Jail Senior Inspector Roque Constantino Sison III and the former Dr. Jay Mayurgas, topped the national competition held last week in Baguio City.
     The annual search for Munting Bayani ng Kalikasan was sponsored by the Department of Education (DepEd) and the Department of Environment and Natural Resources.
Sison, who won the title Ms. Environment 2008 in the Girl Scouts of the Philippines Environmental Peace Rally held at the San Fabian Sports Complex in October 2008, was awarded the championship trophy and cash prize.
     Ms. Sison bested other contestants from other provinces for the national award when her projects, in support of the environment, was chosen as among the best projects along the area of environmental protection.
     Her environmental projects included the planting of trees along the Angalacan River in Mangaldan which she spearheaded and which seeks not only to prevent soil erosion but also provide a balance to the environment, thus helping cushion the impact of climate change.
     In an essay written by her that formed part of the basis for her being adjudged as national winner, Sison wrote in part: “In our little ways, we can avert global warming. We don’t need to die to be a hero. We have tons of ways of heroic action to save our environment for a safer place to live in.”
     Ms. Sison called on fellow youth to use their tiny little voice to show “that we can protect our mother earth by joining different activities to inform and persuade the people of the world to coordinate in conserving our globe”.
     She called on the people to adopt waste segregation at home and in school and to re-use, reduce and recycle materials so that only little wastes would be disposed to the dumpsite. (PNA)
