     It was during the stint of J/SINSP Roque Constantino A Sison III that San Carlos City Jail became the City Jail of the Year for 2007 in the Regional and National Level and eventually garnered him the title City Jail Warden of the Year in the Regional and National Level as well.

 THE TRANSFORMATION OF SAN CARLOS CITY JAIL

     Before Sison took over as the Warden of the San Carlos City Jail, the only infrastructure standing was the main building, there was not even a perimeter fence/wall that would secure the premises of the jail. Also, one of the major problems was the overflowing septic tanks. These were only a few of the many problems Sison faced when he took over.
      To achieve and realize the mission of the Bureau, he needed to do something. He exerted all his efforts to coordinate and make constant pleadings with the city government. The city government in return deemed it was necessary to develop and transform the city jail.
     Not so long after the city government gave its full support that the transformation of the city jail began. Perimeter fence was constructed initially to secure the premises and then they constructed a new septic tank to address the problems of overflowing. Eventually more facilities development were made like putting up a sentry station, construction of a mini park, a multi-purpose hall, visitors' waiting shed, kitchen, personnel barracks, a whole basketball court, and a new Admin/Warden's Office. These are only a few of the many developments Sison had undertaken during his stint as warden of San Carlos City Jail not to mention securing the inmates' welfare and development as well.

     The transformation of the San Carlos was made possible through the initiative of the City Warden himself, J/SINSP Roque Constantino A Sison III with the support and cooperation of the City Government, various government organizations, non-government organizations, religious groups and capable private individuals.

JAIL WARDEN CITED ANEW AS "RP's BEST"

SAN CARLOS CITY–He did it again.
Senior Inspector Roque Constantino Sison III, the city jail warden of the Bureau of Jail Management and Penology (BJMP) here, has once again been named as the country’s "Best City Jail Warden" for turning the once most neglected penitentiary into an ideal habitat for convicts.

Sison, who was informed of the judges' verdict last Wednesday by Sr. Supt. Gloria Nocedo, BJMP’s regional director for region 1, received his award July 5 during the annual celebration of the BJMP anniversary.
Sison was already a multi-awarded city jail warden of Dagupan City’s BJMP, having won as Best City Jail Warden and the Best City Jail award in 2003. In 2002 and in 2004, the Dagupan City BJMP under his stint also won as the country’s Best City Jail because of numerous projects he had undertaken.
“Winning again a prestigious national award from our bureau is a sweet vindication for me,” he told The PUNCH.
It will be recalled Sison was unceremoniously sacked from his Dagupan post when an inmate escaped. The escapee, however, was quickly recaptured. He was immediately transferred to San Carlos City’s BJMP on June 1, 2006.
He said the San Carlos City Jail then was notorious being the most neglected city jail in terms of physical facilities and set up, inmates’ discipline and welfare.
“It's main building looked like a haunted house then, its septic tank was overflowing and it had no perimeter fence,” was how he described the jailhouse.
“The inmates’ cell was like a dungeon and there was even no segregation between the 115 male and female inmates," he pointed out when he assumed as the new city jail warden.
The BJMP in the city houses mostly high risk offenders whose cases are mostly heinous crimes including murder, rape, drug dealing in the Third District of Pangasinan.
He noted that one known notorious inmate was actually the one running the affairs of the city jail when he assumed his post.
He said his first priority was to segregate the female from the male inmates, followed by the construction of administration and warden’s office, the construction of the perimeter fence, a basketball court, a visitor’s lounge, the provision of livelihood projects for the inmates through bamboo craft making, religious activities, medical and dental assistance, among others.
Soon after the innovations started, help started to pour in from various sectors.
“Together, especially with the help of the late Mayor Julian Resuello and many other officials, we transformed the city jail from a neglected to a very conducive habitat for offenders,” Sison said.
“I am very elated to get the award. I have gone through a very sad experience. In fact, I call it sabotage but I was vindicated because of my good performance. I thank the Lord for this,” he said.
He added that “Perhaps my detractors thought that I couldn’t perform well anymore in San Carlos City but I was even more inspired and tried to duplicate here what I did at the Dagupan City BJMP.”—EVA

SAN CARLOS CITY, July 9 (PNA) - The city jail warden here has been named anew as the best jail warden throughout the country, his second in four years.
     Senior Inspector Roque Constantino Sison III put the Bureau of Jail Management and Penology (BJMP) jail here and the entire San Carlos City in the map nationwide when he was adjudged as the country's Best City Jail Warden this year.
     Sison's last national award was in 2003 when he was still warden of the BJMP Jail in Dagupan City.
But his latest award was most significant because he turned the once most neglected penitentiary here into an ideal habitat for detention prisoners.
     Sr. Supt. Gloria Nocedo, BJMP's regional director for Region 1, said Sison received his latest national award last July 5 during the annual BJMP anniversary.
     While doing well as warden of the BJMP jail in Dagupan, Sison received an order from his superiors to pack up to become the city jail warden of San Carlos City on June 1, 2006.
     He had reservation for his new assignment but as a good soldier, he had to follow and just took it as another challenge to his management ability.
     At that time, the BJMP Jail in San Carlos City was the most neglected jail in the country as it lacked several physical facilities needed by offenders for their wholesome reformation.
     Seeing that male and female detainees were not segregated, his first job as a newly arrived warden was to segregate in earnest the 115 detainees. This earned praises from the inmates themselves who had to bear with the unusual situation for so long.
     He described the jail's administration building like a haunted house and the cell of inmates as dungeons.
It was the late Mayor Julian Resuello and other city officials who inspired Sison to make the San Carlos City Jail in Barangay Pagal a most conducive place to live in for detention prisoners.
     He said Mayor Resuello and the other officials extended their helping hand so that the administration and warden's office, as well as perimeter fence, basketball court and visitor's lounge could be put up.
Sison admitted that when he reported for work, a notorious inmate was actually running the show in the San Carlos City Jail due to toleration by previous management.
     He found this awful and bravely cut the favored treatment extended to the detainee.
     Now, all detention prisoners breath in ease as everyone is treated no differently from the others.
Shortly after assuming post as jail warden of San Carlos, Sison saw to it that inmates are engaged in gainful activities, such as in bamboo craft as well attending regular religious activities.
     He also saw to it that inmates are given adequate medical and dental assistance and given a lot of chance to undertake some sporting activities.
     Sison at first begrudged his superiors on how come he was plucked out from Dagupan to be reassigned to a very sensitive place.
     He now understands that his talent was just being harnessed to the hilt to improve the management of a most neglected jail.

     Another firm and determined third district congressional aspirant is Rachel “Baby” Arenas. Last Saturday, Rachel and San Carlos City Vice Mayor Ayoy Resuello visited the BJMP district jail in San Carlos City.
     Jail warden Chief Insp. Roque Constantino Sison said Rachel sponsored the cementing of the frontage of the two-storey jail building which now serves as the detainee’s recreation area. Seeing the set-up inside, she pledged support for the construction of a visiting area for the inmates to have privacy when relatives visit them. At present, visitors are let inside the detention cell and mixed with the other inmates when they visit a relative.
     Sison thanked the Resuellos (Mayor Julian and Vice Mayor Ayoy) for their full support because of which the living condition of the inmates has improved greatly.
      Forthcoming is the sports supplies and basketball stands and rings from Board Member Jolly R. Resuello, Provincial SK Federation president.
