Pangasinan Provincial Jail Negotiation

     Not all jails in the country are under the Bureau of Jail Management and Penology.  Provincial jails are under the immediate supervision and administrative control of the governor. In this set-up, all expenses such as but not limited to maintenance, food allowances, salaries and wages of personnel are charged against the appropriations of the Provincial Government.
      There was a pending bill (House Bill 3079) in Congress filed by the then Rep. Amado  T. Espino Jr and now the governor of Pangasinan seeking the establishment of an integral jail system in the country that would lead to a more humane living conditions for inmates.  
     As the Provincial Administrator of Western Pangasinan, J/SINSP Roque A Sison submitted a feasibility study to the Sanguniang Panlalawigan of Pangasinan proposing the possibility of turning over the management, control and supervision of the Provincial Jail to the BJMP through a Memorandum of Agreement between the Provincial Government and the Bureau of Jail Management and Penology.
